The project requirements were the design, development and operation of the National Registry’s Central Infrastructure  in which the civil status documents declared in the local registry offices would be kept, monitored and managed in a modern and systematic way, as well as the creation of Citizens Register that would result from the consolidation of register office records, the information from Citizens municipal status, the databases of the National Registry and the National municipal Roll, respectively. In particular, the new national IT system will interconnect, in its full deployment, 1,036 Registry Offices and 325 Demographics Services, as well as Athen’s Special Registry, and will constitute the central national  database which will populate all data related to the civil status acts of all Greek citizens.

The  objectives of the new citizens register platform are to simplify and accelerate procedures, as well as to reduce unnecessary bureaucracy, by minimizing the amount of signature verification and in the long run by eliminating the obligation of citizens to produce a multitude of document certificates (birth, marriage, death, family status etc.) for simple administrative procedures. Each person’s registry events will be available to respective public bodies, through secure electronic interconnection. The new system radically changes the philosophy and the way citizens’s civil and municipal status acts are organized,  simplifies the administrative procedures for their compliance, processing and disposal and sets the basis for the gradual abolition of the relevant certificates and attestations required today by third parties of the public sector.  Additionaly, the platform will support further public adminstrative acts such as the  issue of IDs, passports, school enrollment certificates etc.

The Citizens’ Register constitutes  a fundamental building block of the eGovernment strategy  and is a decisive step towards the modernization of basic administrative structures and processes.
