The project was completed in three main stages:

First, through the development and rollout of an innovative Social Networking Platform across three European regions—Tuscany (Italy), Poitou-Charentes (France), and Catalonia (Spain). The platform enabled the dissemination of thematic information and the organization of online debates (public discussions). It targeted citizens and focused on the broader themes of climate change and energy in Europe.

Second, through the organization of an Electronic City Meeting on 15 November 2008, held simultaneously in three locations (Florence, Poitiers, and Barcelona). This initiative enabled young people to discuss and vote on the most critical issues and to formulate related recommendations for European policymakers—specifically the Temporary Committee on Climate Change, chaired by MEP Guido Sacconi. The outcomes were delivered to the Committee three days later.

Third, by laying the foundations for a European Network of Participating Regions (https://www.demo-part.org). This network builds on the successful experience-mapping framework developed by the three participating administrations and is open to broader participation by local authorities across Europe that implement best practices in e-participation
